To me it seemed that B31.3 has no control on cross weld, nor recommends seam stagger spacing, while such requirements are in ASME VIII , PIP and AWS code.
Is there some space that B31.3 refer to other codes so that no need specifically say that?

The design employs hollow duct in the foundation. They are supposed to take away heat by natural convection to keep foundation cool if pressure vessel on top of is hot(350F).
The ducts are placed horizontally through the foundation. In this way , I am doubting how natural convection can develop...
