When is natural gas piping excluded from Seismic restraint in an occupancy category III building? Am I allowed to use either 12" rule or the pipe size exclusion (2" and smaller)?

Is a natural gas pipe inside/outside a building allowed to be exempt from seismic bracing if it is less than 2-1/2" in interior diameter and/or mounted less than 12" from top of pipe to supporting structure?
