Will a patch with very high er (80) bring the near field/far field boundary closer to the antenna by concentrating the radiated field more closely to itself?

Why does antenna loading actually occur? In placing an object in the reactive near field the antenna resonance frequency shifts, but why? Is there a 'physical' connection (inductance/capacitance in the space between them) that causes the antenna to appear longer altering the resonance frequency...
Is there any way to minimise the length of the near field for a microstrip radiating at 403MHz. The strip is 1/4 lamda, and the substrate is Zirconia (Er=35). Thank you.
