Is it alright ? I need reference

I have to purchase a valve to isolate a 30'' outlet line located at the bottom of a storage tank of Bunker 150 000 Barels.
I will connect a future line to this valve in few months. However, the tank will already be in operation.
Should I installed a standard gate valve, a parallel slide gate...
We have a crude tank with a 30'' valve at the exit. This line will be the suction of the pump.
My process engineer limit the velocity in the 30'' pump suction line at 4 ft/s.
What do you think ? It is to conservative. I read usually it is between 6 and 10 ft/s.

We have a crude tank installed for 20 years. We will replace the inlet line. At the entrance of the tank there is a gimbal joint. I am wandering if we should replace it.The tank is not sinking anymore into the soil.

We have an installation with a butterfly valve (isolating valve) at the outlet of a psv. We usually put gate valve with CSO. Is the used of that kind of valve allowed with APi *(Is this consider a block valve). My application is for light naphta.
