I have been having this issue quite a bit, I'm not sure if my technique is wrong or I am just going about it the wrong way.

Is there any way to offset a spline in sketch mode (Solidworks 2003 SP1) or do I have to re-sketch the projected outline of my model with arcs and lines?
OR -
Can I convert splines to something else that can be offset
