I have a 120vac to 24vdc transformer that will output 4.5 amps. I'm looking for an inexpensive way to step this down to 12vdc at 4.5 amps max. The current draw is not allways at 4.5, sometimes it is lower. Any suggestions on the best way to do this?

I have a 1/40 hp 115vac motor that I need to reverse. Am I going to have problems if the capacitor is located 60 ft away? I'm using a PLC with relays to switch the leads to change direction. Here is the wiring diagram: http://www.surpluscenter.com/Wire/W10-995.jpg
I must have been asleep in my EE class, but could someone enlighten me on the purpose of a capacitor used with an electric motor? Is it to store energy in order to "jump start" the motor?
