Has anyone been involved with, or know about using electromechanical actuators in aircraft landing gear systems. Are they as reliable as hydraulic ones? How does the cost and weight compare with hydraulics? Any advice would be much appreciated!

We are trying to find a testing facility that will be big enough to accomodate our test piece which is approx. 2m x 2m x 9m so that we can submerge it in water. we are in ontario canada and would like to stay as close as we can but would consider going anywhere if the right place came up...
We are adding to our facilities and need to install a complete new compressed air and hydraulic system and (of course) our budget is very small. What are the dis/advantages over new and old compressors and hyd pumps?
Sorry if this seems like a stupid question, but no one here at work seems to know. is there a compressor avalible that will compress both air and water?
