I am not familiar with flowmeters and Heat Exchangers testing, but I need help. Our Flowmeter on the Test Stand reads SCFM units, the Heat Exchanger testing procedures requires the units to be in ppm. How can I convert SCFM to ppm?

I am trying to change wicks (made out of felt) on a machine that uses oil per MIL-L-6085 to MIL-L-23699, is there a standard to follow? Which is the right felt for the this wick? SAE has a Standard but is it not specific on the oil types! Need serious guidance.
