I am looking for references for geotextile reinforced slopes with cohesive backfill. I am aware that typically cohesionless soils are used for backfill, however, it is desireable to use the onsite cohesive soils if possible due to the large area.
Does a Phase II ESA only include testing of soil, groundwater, and soil gas? If there is a structure at the site which may have lead paint and/or asbestos tiles, do these need to be tested as part of the Phase II? It was not clear from reading the ASTM.

ASTM E 1527-00 provides standards for performing a phase 1 environmental report. The standard requires that interviews with government officials as, "a reasonable attempt shall be made to interview...". What is the industry standard of practice for "a reasonable attempt"...
I am looking for a method or reference for calculating the rotational spring value for a pile cap in sandy soil. The soil about 4 feet below the bottom of the pile cap is liquefiable.
Is it conservative/sufficient to multiply the rotational spring for an individual pile by the number of piles...
