Does anyone know of a usable guide that spells out the rules for assigning reference designators in documentation? I know I can buy IEEE-315 but that is so formal and nebulous that it only leads to confusion!

Our company has a boilerplate note on our fabricated metal drawings that says:
DEBURR HOLES AND BREAK SHARP EDGES.
Is it true that only drilled holes have "burrs" and that we need to "break" only edges to eliminate cutting hazards?

I know this can be done on a cylindrical surface (knurling) but what about a flat surface? I'm aware of the availability of tread plate but my part is substantially thick and the value (and quantity) is not enough to justify casting.
