    Concrete form tie sleeve?

    I have a question regarding the attached pdf. No one in our office has seen anything like these in a poured concrete foundation wall. The arrows point to what we are assuming are plastic sleeve for form ties. Anyone know if our assumption is correct or have any information? Thanks...
