Why ASTM A837 (Standard Specification for
Steel Forgings, Alloy, for Carburizing Applications) quantifies BHN 229 as the maximum hardness for forgings to be carburized (see section 7.1.1)?
I believe it`s because such a hardness level provides better toughness...

However , ASTM A 290 doesn`t.
