    Max pressure on stainless steel drum

    For a stainless steel drum which haha UN 1A1/x1.8/550/11 designation, how much pressure can i subject that drum to?     Will a steel spring weaken if constant load is applied to it even if the load is within its operating limits? Example: a torque wrench left at 100 ft-lbs for months? Thanks in advance
