Orient angles while rotating

Round tube with sheet metal flared end cuts
So I have a tube and I want to make a flat pattern of this thing but the end of the tube must have these semi curved "fingers" flaring out of it and they have to have a bend on them too. how do you move a datum leader/extension line side ways
It has been asked before I'm sure. I saw some similar questions but no answer yet. here it goes: I create a leader.
