Being Canadian working in Ontario, I'm following this. I'm not surprised this type of stuff happens, what amazes me is that senior guys are still not really feeling any heat. Most of the politicians who got kick-backs don't seem to really experiencing any discomfort.

If Engineer A worked on a project while at Company A, and engineer A leaves the company to join Company B.
1) Can Company A still advertise that they are responsible for the project?
2) Can Engineer A advertise that he/she worked on...
In a way, you are likely learning more and becoming better at your job doing it this way than if you did have the numbers fully and weren't forced to dig.

For calcs, I'm guilty of often just quoting the standard and leaving it there (but I do label my inputs etc).
But, it's not to say the proper calcs weren't done, it's just that with a "standard" design, it's almost clear what the numbers are to an experienced eye.
You do state you are fresh...
As long as you have validated everything (calcs etc.) and you are certain it's correct, then you shouldn't have an issue assuming responsibility and thus you can stamp it.

Going to pipe in. Often we get clients who ask us to peer-review something another firm/engineer has done. We are always upfront and state that we intend to call the engineer and let them know etc. etc. Never had a firm come back and say "oh, uh, in that case..."
And we do call the engineer...
This is why I love "bosses". Is he a PE? Does he understand the laws and the consequences of your state's act?

How close are you to your co-worker. What's wrong with sitting down and talking off-the-record. If he's serious, explain that you'd be screwed and try to work out with him how to phase him out of the project while not bringing up his impending departure.

a) he wasn't involved in whatsoever;
b) he didn't review; and
c) he didn't have the technical background to properly review anyway.
The person who actually prepared the report was not a P.E.
