    After you insert the component into the assembly, right click on the part in the design tree and select "float". Next, rotate the part, as required. Finally, right click on the part and select "fix". The part is now fixed in the orientation you require.

    The rev level is supposed to be a property of the part, but the engineers in the past didn't use the revision system correctly. Most parts are checked into the system with the revision "-". So any new assemblies will need to have each of their component parts updated as well.
