    Mill Cert Yield Strength

    I am trying to determine the minimum thickness of ASTM 516 GR 70 pipe per AWWA M11. The specification requires a minimum Yield strength of 38k psi and a maximum of 55k psi. The mill cert lists 53k psi. Can I use the 53k psi for my calculations? Is 38 - 55 just the acceptable range for the steel?
