The only way to access the PLC is to manually input 5 times the wrong password with the on-board display. After this you will be asked if you want to delete the program(which will remove the password too). You can find additional info in the manual of the PLC.

Beside checking the VFD parameters also check the mechanics of the fan(bearings, propeller, alignment). An error on this side can also trigger the same symptoms.
