I'm asking this because multiple manufacturers are including ASTM E84 in their advertising, and some include it only to medium pressure steam. The closest I could find is NFPA 520. That does not quite to fit, either.
I entered the following on the HVAC, no answer was available. Maybe here as it is (or could be) an NFPA issue.

Would you mind to point out which NFPA to go to? I've been reading all related paragraph 1.3, can find no reference for direct buried (is dirt flammable?), shallow concrete trench, and walk-in steam tunnel.

I believe that referring to comparison to "the military" misses a big point. Lot of difference exists between dealing with MTOE units than TDA units. In my dealings, MTOE has been great, TDA tends to look at organizational and political units.
