Designing a Mechanism for Two Half Circles' Synchronous Rotation

I would like to draw a mechanism that two half circles should rotate synchronous close and open as a result gears will rotate at same Value , i would like to use springs in this mechanism between circles , the other idea i know that use crank and slider , link from slider attached to both circles as a result opening and closing will happen , but i would like to use springs and the input rotational source should be one as shown in figure

Sorry, but your goals and constraints are not clear.
there are two half circles (left and right) , the rotational source can be motor , i want that when motor rotate the both half circle close and open at same time , the motor only connect with left half circle , i have some idea in my mind like put dual tension spring between them however the right half circle need to constrain otherwise the right will move

Your picture shows <1/4 gears not half circles. What do the small pinion gears on the right and left do? A spring will not transmit motion like a solid mechanical connection. How far do you want the large gears to rotate? Can you put an idler between them? What is your output and how much motion does it need?

I would have to see a sequence of what the desired motion is. Single frames and less than 1000 words isn't enough.
 
The only way that is going to work is if you connect the gear on the left with the gear on the right in a 1:1 gear ratio or chain.

Springs won't do what you seem to want which is both quadrants items moving together at the same time.

This is one very odd set up though.
