Field Drainage Across Power Cable

A power cable is going to be put through my land alongside an open drainage ditch.

My main concern with this is ensuring the field drainage is done properly as maintenance after the fact will be difficult.

The contractor is intending to put the drainage under the cable as per below. Is this typical? Or would the cable ever be put so deep that the drainage can go over the top?

there is no reason why the cable can't go deeper, and then sleeve the cables (add a few spare sleeves as well for good measure) so that the cables could be removed without digging up the drain.
of the two, the drain is 100% the most likely to need maintenance
 
I'd certainly prefer the drainage to be on top, it'd be mess to do anything with the drain with the current proposal.

Maintenance of the drain in the area of the cable will be on the power company. Next time I talk to them I'll suggest it'd be in their best interest to put the power cable deeper and have the drainage on top.
