Public offices for energy consulting

I am currently investigating about the management and organization of the public offices for energy consulting for my degree final project. These offices help people in many aspects relate with energy efficiency, mainly to those people who suffer energy poverty because of their economical situation or the type of the building where they live.

This is almost a new service that emerges thanks to the funding of public funds. The problem of this is when the funds finish, most of the offices disappear. However, they are necessary to rich the European objectives related to energy efficiency.

My question is, how can these offices keep their existence if they depend on the public funds? And, do you thing this is a good way to combat energy poverty?
 
get long term funding, by showing that the offices increase output (and so incomes and taxes) or increase popular opinion of the government (making reelection more likely).
 
This implies that politicians take long term sensible decisions about spending with effects that are difficult to measure.

I'm sure you've come across one or two like that ( dwarfed by the other 1,000).

As with retirement savings, diversification is the road to a less bumpy ride, i.e., multiple revenue sources, be they public or private. In addition to providing more stability, having a private track record is likely to increase your overall credibility, since you are no longer "just" a "beltway bandit"
