dik, The steel plate is a replacement for the threaded studs as I mentioned above, the contractor claims that studs got bent during delivery and unloading, also the alignment of the of welded studs and nailer holes at the field is very difficult and time consuming for over 120 beams.
G.C. wants to install a 3x nailer on the top of w10x steel beam at the field, the provisions were not to drill in the moment frame top flange or web, G.C. suggests to install a shop weld steel plate 1/4" x 3 1/2" x 8" @16" o.c. at the side of top flange and use lag screws for nailer attachment...

The 10' x 20'high wall has 5' sq. window located at the edge of the wall, window sill is 12' above F.F.,so the window header is 3' below the roof. The remaining solid portion of the wall is 5'wide by 20'high which it does not meet the requirements...
