I downloaded the spreadsheet noted by MJCronin from Sharpe and found that it apparently does not consider viscosity in the Hosepower calculation. I changed the viscosity values from 1 to 1000000 and it did not change the horsepower.

The only suggestion I would have is to use the switch contacts on a mechanical astronomical timeclock as inputs to the PLC. The mechanical time clock is relatively inexpensive and the PLC could handle the rest of the logic.

I do not have any experience, but I do have a suggestion. Mix liquid fertilizer into the demin water at the rate of 100 ppm. You no longer have demin water, just some exceptionally good quality fertilizer.

I'm not aware of any bladder as you asked.
The next thought that comes to mind is using heat trace and the better insulation you talked about. It seems it would be easier to fab.
