Water that you use to test the distributor is collected at the bottom sump, and then pumped back to the distributor. If the pump failed for some reasons, you cannot continue the test. If this pump is not what you are talking about, I don't understand your question, either.

Pressure drop criteria are in API guidelines. You need to work with construction organization and find out where the SRV is going to be located and how they intend to route the piping (inlet and outlet), and then use some conservative judgement and calculate.
If the fluids to be mixed are highly viscous, then eductor type mixers may not work effectively, and you may have to go with a agitator. Eductors are effective if liquid is not highly viscous.
