To convert all drawings into a later version,
you can make as if you wanted to change a text inside the drawings, and use the program for this:

as drawings open in batch and are saved again,
they are saved in the later version from which you start this batch...

No issue with submetering.
Issue is from where the metering is done.
Where the meter reader does the job.
In which states this is so designed that the meter reader must enter every bedroom.
I would like to know the map of this behaviour.

If you cannot see the Express menu in the Acad2000 menu bar,
most probably you still have the directory:
\Acad2000\ExpressIf so, then you do have the Express menu file
but it is not visible on the menu bar. You need to load it.
