You can use EMR (Electromagnetic Resistivity). Just send a radio wave through the water and measure the speed it travels. Use one transmitter, and two recivers. Measure the phase shift between the two, and you have the speed.

Are you trying to use the exsisting IR control that came with the camera? If so, then you need to convert the servo output to on-off switches, and some how connect those to the control. The output of a R/C reciever is PWM, But it is not 100% duty cycle. If I remember, it is about 10-20mS, so...

Easy, just send a 0x00 to 0xFF out the serial port. It will give you some were from +/- 5V to +/- 15V, most likely +/- 9V. It will be slighly off becuase of the start bit - set it up for no parity and only one stop, but it will be a good approximation. The RTS idea is also pretty good, but...
