Thanks metengr for your response. you are right, but the question is if anyone can address any of these "applicable section" or parts in ASME code which allow using weld metal with lower strength than base metal? According to Qw-153 (C) ASME Sec IX specimens shall have a tensile strength more than minimum specified tensile strength of the weld metal when the applicable Section provides for the use of weld metal having lower room temperature strength than the base metal.
