If it's a .par file, you click on the SE button top left and click "transform to synchronous sheet metal" (seventh option down)

Did you create a .par or a .psm? It's easiest if you create a .psm, then switch to part and make your extrusions. You can then switch back to sheet metal. The only way I know of transforming a .par to a sheet metal is by transforming it into a synchronous sheet metal.
