Another issue with large SF is that you will often come up against the MAST of the valve. My client's specs will usually only allow me to go to 90% of MAST. One client also needs 2x SF at all points of the torque curve, which on a 150# valve can lead to a SF of 6 or even more at the break...

Anywhere between 1-2 seconds per inch of pipe diameter works pretty well for two reasons:
1) generally slow enough to prevent water hammer in system
2) can usually be supplied with reasonably sized control circuits and solenoids.

I have a client asking about the AED resistance of an O-Ring in a 4" 150" Ball Valve (client is conservative Supermajor). Everything I have ever seen on ED is that it only affects valves in high pressure gas service, and I have as a general rule only been concerned with it in valves over 600#...
I also use R. P. Valves in the UK - they also might have in stock.
Italian will not be fast (16 week minimum (and considering it is only 16 weeks or so until their August shutdown, count on longer)). But, good quality, well documented product.

1) improve the surface finish of the stem (better sealing and increased seal life)
2) increase the surface hardness of the stem to minimize the potential for galling with other like materials in the gland or ball.
