Try turning off Large Assembly Mode under system options.
I was having a problem with suppressed parts appearing in an assembly despite being listed as suppressed in the design table - doing this solved the problem.
Try disabling Large Assembly Mode under Tools-Options-System Options-Assembly.
I had one assembly go haywire in SW2011 - if I inserted it in a drawing suppressed parts and sub-assemblies became unsuppressed, parts and sub-assemblies flew off into space ignoring their mates and others vanished...
Your problem was caused by Large Assembly Mode (lightweight). Turn it off under Tools-Options-System Options-Assembly so parts will always be fully resolved rather than opening in Lightweight Mode and your problems are gone - my assembly works perfectly now.

Thanks for trying that, ctopher. Are the values for d1 and d2 of the chamfer equal in your example? I was using different values for each (this is where the problem arose) and chamfered the bottom edge of the rib.
