We are using 1500# SA106B (xxs grade) material for 6" well flowline, which may possibly go to temp as low as below -5deg C. Is the impact testing required? Should we require to normalize SA106B? Or is it better to opt for low temp CS material? We do not prefer this due to high cost...

The WPS what we have is for P No 1 Group No 1 or 2 to P No 1 Group No 1 metals. We require to weld P-1 Group 2 materials specifically SA516-70 to SA106 Grd C. Is the original WPS qualify for this job?

A heat treated vertical pressure vessel needs replacement of top dished head. After welding the new head, does the vessel require to be heat treated fully or a partial heat treatment of top half would be sufficient? What are the general conditions to adhere for stress relief?

Pressure vessel constructed in US designed to ASME VIII Div 1 which specifies Hydrotest pressure 1.3xMAWP, does the local regulations in NZ require the vessel to be re-hydrotested to 1.5xMAWP according to AS1210 for registration?

I agree to your point and understand client's requirement.
My query was to check whether the API code specify annual in-service inspection requirement for Pressure relief devices.
This is not to argue or teach my point to the client!
