i had both MSEW 3.0 & Strand 7, only trial license..in my country, SAP2000 and Plaxis are more familiar than STrand7 and MSEW 3.0

the allowable bearing pressure divided with working bearing pressure, must have value more than 2.5..known as SF..
the more undefined soil underneath the structure, usually has bigger its SF..
But, it is important thing to ensure the settlement (cohessive has more settlement than granular)...

After you get the spesification (mix design), you can do this thing :
- Spread the select granular fill (as per spesification) upto 250mm thickness
- spread the cement
- mixed with shovel/trowel/hoe
- add water as per specification (eg 4% depend on spesification)
- compaction with...

my first thought the same as you, as per AASHTO LRFD, the uniform reinforcement length is commonly used.
I have another case (calculate by other people), that the lower reinforcement length is longer than upper layer, say the lower layer about 13 meter, the middle layer 10 meter...
