Is it differant than v5r7 in that you change the standard in the "dimention properties" window to "FEET-INC" ?
Even this still creates the dimension as 7' 5.50". And the only way I've been able to get 7' 5 1/2" is to select the dimentions individually...

I new V4 was based on sets but I thought V5 was grouped by part body.
