If you are planning to attach with all 8 screws, I dont think the question of quantity of holes enters the equation. All holes must fit simultaneously. Whether you use 2 or all 8. Again you really need the location for the mating part to calculate the tol.

It is not readily apparent why you want the gage to extend above and also below the holes in question. Also I would question the use of 'domed gages' and then trying to determine the axis. A sketch would certainly be of benefit arriving at any possible solution.

Tightening the holes would not seem to help the problem. I would think that to open them would aid the fit of the tube into the exhaust muffler. The datum identifiers with the dashes are not in compliance with 1994.

I have a couple of questions relating to the part and your definition of it. What version of Y14.5 is applied on the drawing. How is the attachment of the tube end made in the next assembly. This information would be of value in determining the proper definition and attribute gages.

I believe that is the direction that should be taken. If you consider that the datum features in this case are planar and the locus of points a given distance from the planes would result in a cubicoidal or rectangular zone, andthat is where we should be with the definiition...
