That is not how I read it. the comment says that the chapter 14 provisions do not apply to D, E & F and refer you to chapter 18. Chapter 18 says composite and non-composite topping diaphragms only.

My understanding is that the Profis software is not doing a shear friction calc. The shear is based on dowel bearing so it is appropriate for the shear to be all in the compression side.
That is how they analyze the post-installed and headed anchors.
The structure in question certainly meets the requirements for a non-building structure. it is only entered for occasional maintenance and / or replacement of equipment. It does not even have a stairway or permanent ladder going to the podium floor.
