thanks for the speedy reply but the links refer to equipment made for fault location on MV cables. my problem is locating intermittant flickering etc. on LV (230v). This is in the UK.

Are you sure you mean TN-C? This system does not usually use an impedance to to earth. The system that does is IT and is used where supplies are critical -operating theatres spring to mind.

Personally I have used the Karl Fister -KP tester and the Fameca Brands both excellent.
LERs (NERs in the UK) are usually adjusted by salting the (distilled) water until the correct resistance is achieved according to the water temperature
