Maybe I am not understanding correctly, but if your sketch is set up with a construction line of a given radius, then place your text on the construction line. Then dimension that segment at an angle from horizontal,for example. You can then change the angle of that segment to rotate your text.
Try Dupont super tough nylon. I believe it is called ST 801. This material has been used for sprokets, and was originally developed for automotive fasteners that were driven in with hammers.
