What I would do is set the holes as datum B with the true position relative to A and B at max material. I would control the edges with a surface profile to A and B at max material. See the example attached.

Kenat, yes PDM is not free. But the best PDM for a particular software is the one that is made for it. An access database is a good alternative for a small company should if that can not be used.
The OP indicates they have PDMWorks for Solidworks. I would suggest they use that for the drawings...
Use the PDM system in your cad software.

I would agree that the .156 text hight is better for reduced size printing. As most prints are done at a reduced size, I would not have a problem with the larger text height. I would suggest that your company standards state the standard text fonts and heights for your drawings.
