For your original question look up WBSPro and Pert Chart Expert by Critical Tools. They work, they integrate into MS Project and they are better than most things out there.

If you are still looking for a heat exchanger try looking at the Platular(TM). It is a half way house between a plate and the tube&shell. They may be able to give you what you want.

Got to back you to the hilt. If the bursting discs are failing that often then the system is not designed/operated correctly. A bursting disc should never be used in anger, or that is how I try to design a plant. Find the root cause, or someone will have put in an incorrectly...

Don't forget to cover the case where the pipe is blocked in for a whole day for calculating the heat input. Thermal expansion of liquids can produce "unexpected" pressures, but the relief valves also tend to be very small.
