motor drawing high amps after rewinding. is it acceptable?

Specs shouldn't really change after a rewind.Maybe the rewinder has dropped a wire gauge if the stator had tight slots or maybe the iron core had been damaged by too much heat applied(if used) during stripping of the stator.33 percent is a significant change for current draw.

    Overheated sign on stator coil

Looks like it has been "poling".Could even be something like a broken shaft inside the rotor core,or loose fitting of rotor to shaft..

    DC motor rotor failure

Looking at the sequential burn marks on the commutator in your first post,I would say the leads have been layed down in the incorrect order. What was the commutation like under load?...There must have been some unusual sparking there..

    DC motor rotor failure

What colour spark do you have at commutator....Green usually indicates an open circuit coil, blue ususally indicates a shorted coil....

2HP AC Single Phase Motor very weak at start or hums

may also be an open circuit rotor bar.

    Sparking comutator

green spark may indicate an open circuit in the armature windings...a blue spark usually indicates a short circuit.
