    I will go to option 2 or 3 modified version Option 3 Bolt 2 beams together, and do all around fillet weld, bevel if you have to, plus, some slot or plug weld, this way you combine the strength of the bolt and welding together at the cheapest cost on option 2, you can omit the bevelling
