1) Yes, use Nitrogen
2) No, you cannot use water (or any other liquid) for Pressure/Temp. cycles test
3) No problem of using Nitrogen at high pressure/temperature (even 10k psi @ 180degC)

if the valve is piggable, I mean that inside the pipe that will be welded to the valve ends will pass a 'pig' - a device used to clean the pipeline, the valve bore shall be equal to the I.D. of the pipe.
