I found the thread referenced above which contains a macro for applying dimension numbers on a drawing. This works fantastically, except for one limitation - it applies dimension numbers to basic dimensions.

1) Apply an On Flat Face restraint and apply a displacement in the direction you want.

If you don't care if the model is exactly right or not, for the case of:
"pitch=wire diameter-0.003"
make the wire size 0.0029999" and the pitch 0.003".
If you set your dimensions to only display 3 decimal places it will round to 0.003 and the model will work.
