My engineering department are raising concerns that a Copper Nickel pipe system utilizing 16bar rated pipe, and ANSI 150# flanges will not be able to withstand a 25 bar surge pressure. Are they right to be worried or are they being overly cautious ?

i often see valves specified with 16 bar max working pressure and 24 bar design pressure. Max working pressure is self explanatory but what exactly is meant by design pressure
