    Copy command copies entities to active layer even though "copy on active layer" is off

    I came across the same issue described in thread1480-431555 and wanted to share the solution. Disabling the following option resolved the issue. Toolbox tab or pull down menu > Settings > Layers > Enable predefined layering Cheers...
