I think bubble tight shut off is basically for soft seated valve where leakage is 0.It can be checked by low pressure test by air (pneumatic seat test at 6 Kg/Cm2)

All the Ball valve manufacturer does not manufactre actuater themselves.Actuator is mostly bought out for valve manufacture.Valve manufacture provide the bracket as per standard practice for fixing the actuator and manual override.

You can check with entech valves or goodwin valve they are basically into wafer design check valve (non slam dual plate check valve)
