It doesn't change the dimensions. The dimensions remain in their original position and do not stick with the xref. When I dimregen, they do not reassociate with the xref after the xref has been moved or the zoom/scale has changed.
I'm working in AutoCAD 2006. I dimensioned an X-ref in paperspace and needed to zoom out to allow for some more room. After I zoomed out, I dimregen'd and it wouldn't do it.
If I actually copied the objects from the x-ref's dwg file and did the same exact thing, it works.
