I'm not sure if I am missing something but BSFC is not generally measured transienttly. It is a figure that is quoted from steady state testing and involves the use of fuel weighers of some other means of accurately measuring fuel consumption.

Testing at 'no load' conditions makes absolutely no sense to me.
Even when doing work at idle PAS/AC/Generator loading rigs are used, to give representative conditions ie zero clutch torque with significant accessory loads.

A standard Binary Sensor (Heated Exhaust Gas Oxygen Sensor) will tell you if you are Rich/Lean of stoich by the voltage it flows and if this is sufficient you could make something very cheaply.
