I admit I am not familiar enough with all of the specifics of anodizing to know exactly what chromic anodizing involves as far as heat and chemicals. However, my company does provide masking tape to a lot of anodizers, and I'd bet that at least a few of them are doing chromic...

For the through holes, pull plugs might be a viable option as well, as long as the parts are not more than 1" thick (as most pull plugs are 1" long for handle, 1" masking area). Pull plugs may be oversized above the part diameter by up to 5%-7% - this is often the case in plating situations...
Suggest to your powder coating supplier that they try using flangeless plugs. They are of a ribbed design, and they designed specifically for masking threaded holes for powder coating. That should eliminate the problem.

In my completely UN-scientific experiments here using several different kinds of rubber (simply pulling them across Teflon tape), EPDM rubber seems to "hold" the best.
Of course, anyone with more scientific info is welcome to refute (or support) that.
